Border and Customs Clearance

Border and customs clearance is possible daily, including weekends, during regular opening hours.
Since November 13, 2015, unfortunately, the regulations for border clearance by the Federal Police have changed (see note No. 2).

1) Customs clearance:
The following rules established by the customs office on November 28, 2017 apply to customs clearance. (The operating company regrets these tightening measures, the long registration deadlines, and the associated fees. Unfortunately, this regulation is beyond the influence of the operating company).

Here is an excerpt from the letter from the Main Customs Office Magdeburg:
The planned take-off and landing times must be applied for at the Main Customs Office Magdeburg and at the Customs Office Magdeburg, observing the following deadlines.
The application can be made by fax or email. The fax and email details are included in form 0006.

1. The registration of a third-country flight must be made no later than 14:00 on the working day that is two working days before the day of the flight movement. Saturday does not count as a working day.

Example 1: Arrival on Thursday at 17:00. The registration of the arrival must be made by Tuesday at 14:00 at the latest, provided no further holidays are affected.

Example 2: Arrival on Monday at 07:30. The registration must be made by Thursday at 14:00 at the latest, provided no further holidays are affected.

Example 3: Arrival on Sunday at 12:30. Here too, the registration must be made by Thursday at 14:00 at the latest (provided no further holidays are affected), as Thursday is two working days before the day of arrival.

Subsequent changes to the flight time must also be communicated immediately, with the above-mentioned deadlines generally applying. The approval of very short-term deviations depends on the specific individual case; approval cannot be guaranteed.

Also, due to current circumstances, the customs office points out that an approved flight movement can only take place at the requested time, possibly considering the granted grace period. Further (even minor) deviations are not permitted and may result in a fine procedure for the pilot.

If no goods subject to declaration, no amounts of money subject to declaration, and no goods that are subject to prohibitions and restrictions are transported during excursions, the customs form 0006 is not necessarily required. An informal notification regarding the same deadlines would be sufficient if it is simultaneously stated that no goods subject to declaration, no amounts of money subject to declaration, and no goods that are subject to prohibitions and restrictions are being transported. Currently, no fees are charged by customs for such excursions.

To ensure a simplified processing for both pilots and customs, the fees for customs clearance are advanced by the Magdeburg Airport Operating Company mbH and collected with the landing fee.

The aircraft commander is responsible for the proper registration with the relevant authorities.

Border Clearance

Unfortunately, the conditions for border clearance by the Federal Police have deteriorated.
The following form must be filled out in the future and submitted to the Federal Police Directorate in Pirna as an application for border permission at least 2 days in advance.

Here is the wording of the letter from the Federal Police dated November 13, 2015:
1. An application will only be processed if it is completely filled out and signed by the applicant.
2. The application may include the following accompanying persons:

  • the spouse
  • the life partner
  • the minor children.
  • For adult children or other accompanying persons, separate border permissions must be applied for. If several persons are traveling together, e.g., on a business trip, the applications should be submitted together.
3. The application must justify the special need for crossing the border outside an approved border crossing point or outside opening hours.

I would like to point out again that NON-Schengen flights (Note 1, see below) to and from airfields can only be approved if no third-country nationals (Note 2, see below) are on board the aircraft. Aircraft with such persons on board will be referred to airports approved as border crossing points.

The application for border permission must generally be sent to the Federal Police Directorate in Pirna at least two days before the intended landing/take-off of the aircraft.

Schengen internal borders are the borders between the following states:
Germany, Belgium, Denmark, Estonia, Finland, France, Greece, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Austria, Poland, Portugal, Sweden, Switzerland, Slovakia, Slovenia, Spain, Czech Republic, Hungary.

Note 2:
A third-country national is any person who is not entitled to free movement. Nationals of other EU member states, EEA or Swiss citizens, as well as their third-country national family members within the meaning of § 3 para. 2 Freedom of Movement Act/EU are entitled to free movement.
